Some people of the Congress tried to pass different bills to somehow delay the implementation of the insurance act for yet another year. Indeed, the Congress is experiencing a battle between the budget and flood insurances as of late.

Rates for flood insurance threaten to alter the way of life for people living in watery and island-like communities. Middle-class citizens have been forced to leave their homes while the richer class people who can afford expensive houses choose to live in condominiums or bigger and elevated houses. With the new bill passed, middle-class people who cannot afford the directed flood insurance rates may cause the still-recovering economy to fall.
